Abstract
This analytical article is devoted to the issues of assisting in developing the state policy regarding cities growth and stimulation for population settlement in oussia. qhe paper represents the analysis of dynamics of the city population and mechanisms of migration starting from N9PM as well as prognosis towards the emerging tendencies that may change the whole system of the city settlement within the years to come while responding to market development challenges. ft also justifies the need for anall-state program of cities development with the prime goal to create conditions for productive usage of existing human potential in small and mono-cities in oussia. lne of the conditions is proposed to be a support to formation of city-agglomerations to secure their economic effectiveness and sustainable functioning.
