Abstract

The article offers a reinterpretation of the regulation of public relations in the region within the framework of a new economic paradigm. The authors determine the contents of the core of the new paradigm and answer the key methodological questions to solve this problem. In particular, the base of research are synergetic, mesoeconomical and neoinstitutional scientific approaches, and the concept of cyclical development with multiple bifurcation points. The paper presents a biosocial model of a person and proves the need to shift the focus of attention of economists and politicians to social, non-material values in decision-making for the formation of a moral economy. The article substantiates the complexity of the structure of development factors and their mutual influence, and shows the importance of regulation at the regional level, which provides a superposition of national policies and local needs and potential. Scientific novelty is the author's interpretation of the concept "regulatory environment of the region" as a synergy of the legal field with the culture and practices of interaction between business and government within the region, that provides a cumulative increasing of the welfare of society.
