Abstract
Starting opportunities, assets and liabilities are analyzed, "corridor of economic and social opportunities” of Belarusian and Russian societies in the context of a new stage of “catching up” modernization. It is proved that the problems of the technological plan can not be solved without the introduction of innovations in mass production, and the problems of the social plan – without the active inclusion of all labor resources in the economy with a competent state policy. Theseuniversal principles are the key to the success of any national modernization project.
