Abstract
The author of the article offers new approaches for forming the social basis of the national economy as a factor in ensuring its competitiveness. Among these approaches by the author are distinguished: 1. transition to a new social policy based on the democratization of the economic basis of society, not simply adjusting the social elements of a superstructure character (an amendment to inflationary wage, adjustments of the exchange rate of the ruble, etc.). 2. development of competitive relations in the social sector as a factor for increasing creativity and mobilization of creativity involved in the production.
