- Abstract
- First of all, the article deals with political and administrative arrangements on the territory between the rivers Dniester and Prut, known after 1812 as Bessarabia. It describes the state of affairs in this area during the Russian-Turkish War of 1806-1812, and the policy of the Divan (rulers council) of Moldova, headed by the Russian administration at that time. A special attention is paid to functioning of the local administrative bodies in the period from 1812 to 1818, and introduction the Statute of the Oblast of Bessarabia, which might be defi ned as a peculiar constitution of this territory.
