Abstract
The article analyzes the problem of welfare state radical modernization in the modern period. In the form of scholarly dispute it is proved that welfare state is being unifi ed and modifi ed into the “state of oportunities” (New Paternalistic state) within the framework of globalization. A new diachronic typology of welfare state is proposed, which serves to defi ne the concept of “new paternalistic welfare state”. Principles and new methods of implementation of social function of modern state-organized society are justifi ed. The problem of welfare stae privatization is analyzed.
